Korean electronics giant Samsung on Monday announced that it will launch a mobile application store in Europe on Sept. 14. This follows the release of its mobile widget software development kit around mid-August and its unveiling in July of the Samsung Application Seller Site, a portal geared toward mobile app developers and resellers.

An appeals court overturned a rule that said a cable TV company could not serve more than 30 percent of the nation’s subscribers. The verdict Friday was a victory for the largest cable company, Comcast, which has 25 percent share and sued to block the rule. It was an embarrassing decision for the Federal Communications Commission, which had already seen the cap rejected and imposed it again.

The FCC is taking a closer look at the practices of the wireless industry, potentially the first step toward more regulations intended to push down prices and increase choices for consumers. At its first meeting with all five commissioners seated since the President Obama took office, the FCC voted unanimously to open an inquiry into the state of competition in the wireless industry.

Yahoo and Microsoft hope that by joining forces, they can tilt the balance of power in Internet search away from Google. First, however, Yahoo and Microsoft have to convince regulators that their plan won’t hurt online advertisers and consumers. As the U.S. Justice Department reviews the proposed partnership, approval figures to hinge on one question.

Intel has boosted its sales forecast for Q3, providing an injection of confidence to the tech sector, where it’s viewed as an industry bellwether. Intel now expects revenue for the third quarter to be $9 billion, plus or minus $200 million, compared with the previous range of $8.5 billion, plus or minus $400 million. Wall Street had been expecting revenue to clock in at $8.6 billion.

After at least two years of trying, Apple has finally cracked the China market. China Unicom, the second largest wireless carrier in China, announced on Friday that it will begin carrying iPhones in the third quarter. The terms of the deal seem to be more favorable to the carrier than those of other carrier deals Apple has managed to strike in the past.

Newspapers’ financial woes worsened in the second quarter as advertising sales shrank by 29 percent, leaving publishers with US$2.8 billion less revenue than they had at the same time last year. It’s the deepest downturn yet during a three-year free fall in advertising revenue — newspapers’ main source of income.

DirecTV Group is in talks with the TBS and TNT cable networks to offer their shows online, according to two people familiar with the discussions. If a deal is reached, DirecTV subscribers would be able to watch shows from those cable networks on the Internet, the people said on condition of anonymity because the talks still are ongoing.
